Association Between Excess Iron and Type 2 Diabetes Diabetes is a lifelong and costly metabolic disease that could lead to several life threatening complications, such as diabetic nephropathy and cardiovascular disease (CVS). Therefore, a better understanding of its pathophysiology and identifying the possible mechanisms underlying this disease could be helpful in preventing its occurrence and complications. Obesity is found to be the major risk factor that derives type 2 diabetes (T2D). Recently several studies has demonstrated that there are other risk factors that participate in developing T2D such as iron accumulation in the liver. Studies showed that high levels of iron are associated with oxidative stress. Iron is considered a strong pro-oxidant through the production of hydroxyl radicals, powerful oxidant species. In addition, iron overload is found to be associated with lipid accumulation in the liver cells (steatosis) which leads to insulin resistance. Fatty liver, oxidative stress, obesity and other factors are considered tr iggering factors that increase the risk of developing T2D. Therefore, iron might be involved in diabetes pathophysiology. It is also anticipated to be a risk factor for developing insulin resistance and other diabetic complications. It is also important to investigate whether high iron levels could increase the risk of diabetes or having diabetes will elevate iron levels. Background Introduction Diet and lifestyle play a major role in prevention of type 2 diabetes (T2D)[2]. Macronutrients, such as carbohydrates and fat should be restricted to decrease the chance of developing T2D. However, the impact of micronutrients on the reduction of the incident of T2D is not well established [2, 3]. Several studies suggested that some micronutrients, such as calcium, magnesium, chromium and iron could cause insulin resistance and diabetes [2]. Iron is considered as an essential nutrient for humans as it is the major component of oxygen transporters in the body, and it is has a metabolic function as a cofactor for several enzymes. However, excess amount of iron is found to be harmful to the body by altering glucose metabolism and the production of reactive oxygen species that play a role in the generation of additional reactive oxidants, such as hydroxyl radicals in which iron salt plays a catalytic role in a reaction. This reaction is known as a metal catalysed Haber-Weiss reaction [4, 5]. Pancreatic islets are found to be more susceptible to oxidative stress as their defence against oxidants is weak. Mouse model with high levels of iron and oxidative stress mediates apoptosis of pancreatic islets with a subsequent decrease in insulin secretory capacity [5, 6]. Previous studies on animals showed an increase in diabetes incidence after parenteral administration of iron. Evidence on the role of iron in the pathophysiology of type 2 diabetes mellitus was first discovered in patients with classic hereditary hemochromatosis (HH). This hereditary disorder is characterised by a progressive accumulation of iron in the heart, liver, pancreas, and other parts of the body. The frequency of diabetes was found to be increased in those patients [5]. Other studies suggested that phlebotomy or iron chelation therapy will decrease iron level and thus improve insulin sensitivity in diabetic patients [7]. Other studies on thalassemic patients showed an increase in insulin resistance[5]. Although the exact mechanism on the participation of iron in the onset of diabetes is not exactly known, however, iron overload found to be associated with hepatic dysfunction, insulin deficiency and insulin resistance.[5] Previous evidence confirms the association between iron overload and insulin resistance. However, further investigation is warranted to prove the relationship between the accumulation of iron and the progression to type 2 diabetes mellitus. Recently, correlation between hepatic iron overload with chronic liver disease such as non-alcoholic fatty liver disease (NAFLD) have been considered. Like glucose, iron level is regulated by a mechanism similar to that for glucose. It is regulated by a hepatic peptide hormone called herpcidin. High levels of iron stimulate the synthesis of herpcidin, which in turn decreases the iron exporter ferroportin in macrophages and intestinal cells and thus reduce serum iron. High consumption of food that contains iron and glucose will also increase the risk of hyperglycaemia and iron overload. Males are at higher risk to develop iron overloading than females, because females lose iron from blood during menstrual cycle.[8] Kowdley et al, investigated the role of serum ferretin levels and the accumulation of iron in NAFLD [9]. An increase in ferretin levels is associated with greater accumulation of iron in hepatic cells, but even in patients without iron overload, ferretin was associated with advance stages of NAFLD. This concludes that iron overload is unrelated to advanced stages of NAFLD characterised by systemic inflammation. This study gives a contradictory role of iron overload in patients with NAFLD.[8] Insulin-resistance is found to be related to hepatic iron-overload syndrome. Typically, in NAFLD, the iron accumulation is mild and involves hepatocytes and sinusoidal Kupffer cells. Nevertheless, iron reduction treatment was found to be beneficial in the treatment of NAFLD disease activity as well as increase in insulin sensitivity.[10] Iron overload has also been found to be associated with diabetic complications, such as diabetic nephropathy and cardiovascular disease [5]. Animal studies showed an increase in the amount of iron in the kidneys. An increase in urinary iron was also found in patients with diabetic nephropathy [5]. In patients with CVD, high iron levels are associated with several complications such as myocardial infarction (MI) [5]. Diabetes is found to be associated with more than one risk factor including iron overload, fatty liver and obesity. More research is warranted to investigate the correlation between elevated iron levels and the incidence of T2D. Obesity is another detrimental factor that is found to be prevalent in diabetic patients. It is considered a major cause of inflammation, which may be responsible for developing insulin resistance leading to diabetes. High levels of C-reactive protein (CRP) have been reported in obese patients [11].Therefore, our study will also investigate the relationship between obesity, T2D and iron levels. Aims and objectives Because iron overload is found to affect major tissues involved in glucose and lipid metabolism (pancreatic B cells, liver, and adipose tissue)[12]. Iron overload is found to be related to several metabolic chronic disease, such as T2D, obesity, non-alcoholic fatty liver and other complications [12]. Our aim of the study is to investigate the association between excess iron in the body and T2D. This study also aims to elucidate how iron levels and T2D are related to obesity. Plan of investigation A cross-sectional observational study will be carried out. It will include a group of 180 participants. The study population will be categorized into four groups consisting of Group 1: Healthy individuals (controls); Group 2: Obese healthy individuals; Group 3: Normal weight diabetic patients; Group 4: Obese diabetic patients [13]. The inclusion criteria are patients aged between 40 and 70 years with a male to female ratio of 140:40; only postmenopausal women will be included to reduce possible confounding by iron deficiency. The exclusion criteria are any history of uncontrolled hypertension, cardiac, pulmonary, and neurological complications. Participants having recent infectious, inflammatory or neoplastic conditions; or with laboratory evidence of inflammation (C-reactive protein >0.5 mg/dl or white blood cell count >11,000/uL, platelet count >400,000/uL), and individuals who is anaemic will be excluded [13]. Heavy smokers and alcoholics will also be refused enrolment. Methods and materials General measurements: On the first day, every participant will be allocated to the appropriate group after conducting diferent measurements. Body mass index (BMI) will be measured for each patient by dividing their weight (in kilograms) by height (in meters) squared. Any participant with a BMI> 30 is considered to be obese. Then, the blood pressure will be taken by a standard sphygmomanometer for each patient while they are on a supine position. Patients will be asked to avoid drinking alcohol and caffeine 12 hours before the measurements.[14] Then each participant will be asked to fill in a 50-item food frequency questionnaire (FFQ) to assess their iron consumption.[2] Oral glucose tolerance test (OGTT) will be used to measure blood glucose levels for participants then results will be recorded. Before OGTT they will be asked not to eat, or drink for up to 8-12 hours. Participants will have to ingest 75 g glucose in 250-300 ml water over five minutes. Then the blood samples will be taken after 2 hrs of glucose ingestion. (Normal value less than 140 mg/dL) [15]. Iron overload will be measured by ferritin blood test; overnight blood samples will be obtained. Ferritin can be measured in serum using serum separator tubes (SST), or plasma using lithium heparin or EDTA tubes. Centrifugation and separation within 24 h of sample collection is required and ferritin is stable for 7 days at 2-8à °C. The samples must be centrifuged to remove precipitates and fibrin [16]. Statistical methods: Statistical analyses will be performed utilising Minitab software. Descriptive statistics will be performed for each group. The mode of distribution for continuous variables will be detected according to Anderson darling test. Serum ferritin values for each group will be compared with the control group and the significant difference will be determined by Student t-test or Mann Whitney test according to the mode of distribution. A p-value lower than 0.05 will be considered significant. By comparing ferritin levels of the control group with the obese nondiabetic group, we will determine if there is a significant relationship between obesity and iron levels. On the other hand the relationship between iron levels and diabetes will be determined by comparing the group of diabetic healthy weight with the control group. We could also determine the role of obesity in T2D. The association between the serum ferritin levels, BMI and blood glucose levels will be determined by Spearmanââ¬â¢s r ank correlation test. Higher correlation is demonstrated with Rho values close to 1. The 50-item food frequency questionnaire (FFQ) filled in by each group of participants will be analysed trough Minitab software. This will help to evaluate the association between dietary intake of iron and the risk of T2D. Fund should be allocated to purchase tools and materials to successfully conduct this project. Tools of measuring glucose level are essential during different phases of this project. These tools will estimate blood glucose levels and provide data that will enrich analysis. Serum separator is essential to estimate iron levels necessary to conduct analysis and find correlation with blood glucose level. Estimation of iron and blood glucose and their correlation is advantageous for participants. The results of this project will reflect on their diet specifications by either increasing or decreasing iron content. This project will provide insights to how much iron should be minimally consumed to reduce the incidence of diabetes. Also, many recommendations for obesity will be flagged up in this project to reduce the incidence of diabetes and raise awareness toward diabetes and its complications. This study also requires the participation of a part-time technical assistant in distributing the questionnaire, collection of data and feedback. An experienced researcher is required to guide me in the experimental part of the study as he has a broad expertise and knowledge in practical issues. Given the large sample size taken in this project, support needs to be offered by researchers and technical assistants to collect blood samples and conduct the required tests to meet the pre-determined objectives in a timely fashion The use of participants in the study helps to make a difference in care for future diabetic patients by providing information about the risk factors that will derive the disease, with the possible interventions. It will also benefit the participant themselves by gaining knowledge about the different dimensions of diabetes and through helping them to improve their quality of life by changing their lifestyle and diet modification. Of note, this study will not cause any harm for participant.

They are in charge of maintaining discipline and order within the facility at which they work. Many people view correction officers as the cause of violence within the prisons and jail. Others view correction officers as those who are professional, ethical, and hold good moral standards. I purpose a questionnaire consisting of yes, no, and no reply answer choices will help in determining the cause of violence, part of the dark figure of crime, and what percentage of correction officers actually follow by the rules and regulations. Correctional Officers: Do They Abuse Their Authority or Provide Equal Treatment Are correctional officers abusing their powers and authority by mistreating inmates or could they be justice providers and treat the inmates ethically and fair? Many people are lead to believe that inmates are being treated inhumanely by force or coercion into negative living environment and are being treated unethically by the officers who judge them according to the crime they have committed, or by their associations within the facility. Others view correctional officers as the cause of an offender to relapse or to become repeat offenders. The objective of this research is to determine if the treatment correction officers give inmates affect the crime rate in the facility, to determine if inmates are mistreated, to determine if officers allow one another to mistreat inmates, abuse their authority, and to show that this study can contribute to the general understanding of crime or policy responses to crime. The purpose of this research is to determine if correctional officers violate inmates in any way. The purpose is also to determine why violence is still occurring in prisons after the prisoners have been convicted of a crime and given their sentences. This research study will also show how the correction officer job is turning into a multitasked profession. Not only is this research going to be used to show how correctional officers are treating the inmates, but it will also show whether or not more violence is occurring by the inmates towards other inmates or whether or not correctional officers have something to do with the violence occurring within the facility. Literature Review There have been previous studies on correctional officers concerning the abuse of authority. There have been experiments conducted such as the Stanford prison experiment which discovered that correctional officers do feel as if they have more power and can treat the inmates however they feel like. One point of view that one could perceive from the Stanford prison experiment is that ordinary people change once they are put into a situation where they think that they can dominate (Zimbardo, 1999-2009). The impact of social forces has an effect on the behavior and the way a person reacts to the situation (Clements, 1999). The results of that experiment strongly indicated that in certain situations, behavior applies itself which causes the person to act accordingly to the situation. In another study, by Wolff, Shi and Siegel (2009), research concluded that people within the prison system have above-average rates of victimization during both childhood and adulthood. The correctional settings are known for the violence between inmates and staff. The research found evidence showing the rates of victimization being higher in a prison setting then that in a community setting. In a study that examined the characteristics of an officer and the investigations of the use of force, there were conclusions made that there is excessive use of force going on in the correctional facilities. McElvain and Kposowa (2004) acknowledged that departmental experience was the strongest predictor of investigations for alleged use of force. While race had no effect, gender did. Males were more likely to be investigated for the use of force than females. Also, younger officers were more likely to be investigated than older officers. There has always been a history of prison violence and correctional officers abusing the authority. According to Gross (2008), history is replete with incidents of seemingly decent people committing horrendous acts of violence in what they believe to be the pursuit or defense of justice and right. Gross (2008) discussed experiments such as the Stanford Prison Experiment and the BBC Prison Study. Apart of his discussion concluded that both prison studies demonstrated that under some circumstances, some individuals resist going-with-the-flow of group-associated brutality. Gross (2008) also went on to say that if a person with authority over a group of individuals varies in their zero-tolerance stance towards brutality, then brutality may emerge anywhere. There have been numerous studies on correctional officers and brutality including experiments and questionnaires. Butterfield (2004) talks about physical and sexual abuse of prisoners, similar to what has been uncovered in Iraq, takes place in American prisons with little public knowledge or concern, according to corrections officials, inmates and human rights advocates. Discussion The Profession Under the job description for a correction officer, one might find that their duties include being able to guard the prisons in accordance with the set forth policies, procedures, codes, and regulations. The officers responsibilities include watching and protecting the inmates from harm, escape, and contraband, as well as fights that break out amongst the inmates. Officers are allowed to search any inmate that they feel is a threat, as well as directing the inmates to where or what they need to go and do in order to maintain discipline. During the Ancient and Medieval Era, correctional objectives were more about retribution and retaliation rather then incarceration and proportionate sentences. By the mid 1700s, practices were becoming violent and bloody being completely out of proportion with the seriousness of the offense. John Howard, a well known prison reformer began the era of establishing efficient means of penal treatment and crime prevention. (Henry II of England, 2008) According to Villanueva (2007), many of the early 1600s correctional methods were based upon the English law and practices. The roots of this system began during the colonial times in the original thirteen colonies. The jails were used for the people who were awaiting trial or who could not pay their fees and fines. Corporal punishment was designed to be viewed by the public as a form of deterrence. During the late 1700s to the early-mid 1800s, the penitentiary was designed and developed. The Pennsylvania System and the New York Auburn System were two of the most influential penitentiaries to the corrections system. These two systems were designed during a time of land and population growth. Near the beginning of the 1900s, probation and parole became a broad aspect of corrections. Juvenile courts were established and the court system took an individual case approach. Throughout the rest of the 1900s until todays present time, corrections took on the perspectives of providing medical services, community service, and crime prevention and control (Villanueva, 2007). Corruption in Corrections Corruption in the corrections system can and has lead to the dark figure of crime. There are instances where correction officers allow things to go on that they know is against policy, rules, and regulations. Correction officers know that no matter what goes on within the prisons when dealing with the inmates, they have the upper hand. The officers can force the inmates or other faculty members into doing something or letting something go by without saying anything, even though it is illegal from different perspectives. Younger officers should feel the need to follow the rules more closely than the officers that are older with more experience. The young officers characteristics should be more ethical than those of older officers who knows how the operation of the system, however all correctional officers should hold high ethical and moral standards. The work environment for correction officers is a very challenging and hazardous place. Correction Officers have one of the highest rates of non-fatal on-the-job injuries. Many of these injuries occur during confrontations with the inmates. The newer facilities are well ventilated, temperature controlled, and well lighted while other facilities are older with little to no ventilation, no temperature controls, and the lighting is poor. In environments like these, working under stress and pressure would be increased because the nature of the job (Bureau of Labor, 2009). Correctional facilities are known to have an affect on the inmates as well as the staff physically and psychologically. Past experiences of victimization could be relevant causes for adult criminal activity. It would be prevalent to recognize and identify this phenomenon. Suggested Quality Research In todays society, many people believe that inmates are treated poorly once they are incarcerated, while on the other hand, other people believe that the inmates are getting the treatment that they deserve. I have designed a research study that would help in determining whether or not correction officers violate the inmates in any way. The strategy would consist of a questionnaire that contained twenty questions with YES, NO, and NO REPLY answer choices. A copy of the suggested questionnaire may be obtained by contacting the author through the affiliated university. This study could contribute to general understanding of crime or policy responses to crime and I feel that it would be just as beneficial as other similar research if not more significant. The answer choices will help in guaranteeing that the honest answers received will help improve the operational chain of command and the flow procedures within corrections system. The correctional officers can sometimes have an affect on why inmates act a certain way or why they do certain things to themselves and or others. I want this research to show officials that correctional officers allow one another to mistreat inmates without saying a word to anyone. This research will also allow correctional officers to speak anonymously about what is going on in the facility and how they are treating the offenders, whether it is positive or negative by other officers and or staff. A predicted outcome of this research would be that correctional officers do abuse their authority, and that there are crimes going on inside the prison directly resulting from officers actions or directly from the officers. Fellner (2004) discusses that in recent years, U.S. prison inmates have been beaten with fists and batons, stomped on, kicked, shot, stunned with electronic devices, doused with chemical sprays, choked, and slammed face first onto concrete floors by the officers whose job it is to guard them. Inmates have ended up with broken jaws, smashed ribs, perforated eardrums, missing teeth, burn scars not to mention psychological scars and emotional pain. Some have even died as the end result. Both men and women prisoners could face staff rape and multiple forms of sexual abuse and then the officers will bribe, coerce, or violently force the inmates for certain favors. Men and women inmates can experience correctional officers mistreatment and exploitation for many different reasons. Parsons-Pollard (2006) believe that the study of ethics in criminal justice has proliferated over the past 25 years as the public demands a higher level of ethical accountability for those in professional positions. The ethics of criminal justice professionals should be very precise allowing no room for anyone to become corrupt within the system. The ethical values of a corrections officer should be recognized in respect to the expected actions of correctional officers. If the officers are not going to abide by their rules and regulations within their workplace, then the correction officer profession may not be suitable for them. The conclusion and analysis of the result from this study will help to determine whether or not correctional officers are abusing the inmates and how they will address the problem. Sometimes, correctional officers abuse the inmates and take away what rights the inmates do have, making it very noticeable within the prison facilities that there is violence occurring that could be prevented. The best way to conquer this problem is to provide staff with adequate training on controlling their frustrations and anger issues, and to establish a well communicated staff. Even though the inmates are incarcerated for a reason, that doesnt mean that inmates should get poor treatment from the officers while they are incarcerated. The correctional officers are there to provide safety amongst the prison populations and officers should not judge the inmates according to their crime, the judge has already done it. Correction officers need to have current training and development in regards to their positions at the facility. They need to have a common knowledge of the application of law and how it is applied to those incarcerated. They should know the Constitutional Rights as well as the federal and jail standards for their state and province. Each correction officer should be able to conduct searches of both inmates and the areas that they are permitted access such as their cell. It would be relevant to have substance abuse prevention training to have a working knowledge of what substances are being used and abused and how. There are several aspects of corrections. The inmates may all hold different point of views in regards to how they view incarceration. One may view incarceration as a way to do something illegal, get caught and incarcerated, and still be able to receive all the free benefits of being incarcerated such as free food, water, sleeping corridors, television, computer/internet, and legal services. Those incarcerated have a lot more benefits and opportunities then a lot of people that are barely keeping up in life. Another might view prison as the most devastating experience that they have ever encountered. There are physical, emotional, and psychological issues that arise with those that are incarcerated and the officer must be able to understand their changes in behavior in order to maintain discipline. There are situations that may arise within the facilities where the correction officer would have to report to court. An important area that they should be trained in would be courtroom testimony. Other important areas that they should be trained in would be report writing, and how to take fingerprints, pictures, and identification of the offenders being processed. Conclusion Apart of any profession, the employee should be able to provide their employer with professionalism, ethics and morals, and proficient communication skills. These three elements are an important part of the correction officers profession. As apart of the training that they receive, the Correction officers should be well trained in how to respond to a situation where an inmate has taken another person within the facility as a hostage. A correction officer should also be able to respond adequately to a situation where there is a barricaded area. If any emergency were to break out, the correction officers should be able to respond as sufficiently as possible. Offenders all have different reasons as to why they are incarcerated and they are all going to deal with those reasons the best way they know how. Some may not be able to deal with those issues turning them into problems. Psychological issues, abnormal behavior, and thoughts and threats of suicide are all going to be prevalent when dealing with a group of criminals in a somewhat small area. When riots, fights, and or disorder starts to unfold in the prisons and jails, the correction officers are people responsible for being able to respond to the situations. There are situations that a correction officer may face daily that could result in prisoner abuse allegations. Prisoners are incarcerated for a particular reason and they are there because they committed a crime and have been sentenced. The judge is responsible for giving the inmates the sentence that they deserve therefore no official except the judge should be responsible for giving the inmates the treatment as well as the sentence that they get. Correction officers tend to want to give the inmates the treatment they deserve and that leads to the abuse of inmates. This abuse is apart of the dark figure of crime which is crime that goes unnoticed, unaccounted for, and unpunished. Inmates that are serving their sentences accordingly are being punished by the law and they dont need any additional appalling treatment, unless they are acting out or causing more trouble within the system. Officers may believe that because they have the authority to keep the prison under control then they have the authority to treat the inmates however they desire. If they think that they can not get into trouble or will not get into trouble then they will be more prone to doing and completing the actions. There has been a long history of corrections in the United States from retribution to rehabilitation and there has been a history of abuse of inmates from the correction officers. Therefore, it is important to make sure the economy growth of construction industry is moving smoothly. Payment is considered as the lifeblood of the construction industry because constructions often involve very large capital outlay and take a considerable time to complete (Naseem, 2005). In the construction industry, payment is the sum of money paid to contractors, consultants and suppliers after their works, service or materials has been successfully realized or accepted. Payments are so important to these parties that it is a constant headache for them as problems in construction would always be revolving around the poor payment practices. In cases like this, contractors would be directly affected as they are the one who receive and spend the most amounts of monetary sources in a project done. A regular disbursement of interim payment is a critical point for a contractor to help them survive in the construction field. Whether it is late payment or not being paid in the amounts certified, it all literally means big problems to the contractors as cash flow will be effected. Some small construction companies such as Class F contractors would even close business due to late payments. Cash flow is critical to the construction industry. Even Lord Denning famously said that cash flow is the life-blood of the construction industry. The ease of cash flow is an essential element in delivering a successful project. Many actions have been taken by government to curb the payment problems among contractors. Datuk Seri S. Samy Vellu in 2008 for instance has proposed to make direct payments to sub-contractors handling government projects with immediate effect to ensure that they receive the money on time Government officers that delayed the distribution of payments to contractors will be given surcharge. But that does not stop there. Recently, Datuk Seri Abdullah Ahmad Badawi shows his concerns over complaints from contractors and suppliers about late payments. He had instructed that all payments must be made within three weeks of the date of receipts of the bills. Government is very particular about this matter because it was giving a negative perception of the current implementation of the 10th Malaysia Plan that is moving at a slow pace. The 10th Malaysia Plan (10MP) that runs from 2011-2015 besides reinforcing the New Economic Model (NEM) also reinforced the theme of Towards Higher Income with more measures to transform the nation into a high-income economy. Nonetheless, there are still cases of delayed payment and non-payment in arbitration if not in the court. Contractors are still facing problems in receiving their payments. Arbitration and judicature process not only consumed much time and money but could kill the business as well. As a contractor, what is the most appropriate action should be taken in securing their payments without effecting their business and cash flow? Statement of Problem The construction industry plays a very important role in generating wealth and improving the quality of life of the people through the provision of social and economic infrastructure like infrastructure like schools, hospital, houses, roads, airports, ports etc. It is linked to the whole spectrum of the economy and has a multiplier effect that enables other industries to prosper alongside. Hence, it is vital to ensure that construction projects are effectively and efficiently implemented. Problems of cash flow due to issues on late, under and non-payment can severely affect the implementation of construction projects and thus the provision of the nations infrastructure and built environment. In construction, delay could be defined as the time overrun either beyond completion date specified in a contract, or beyond the date that the parties agreed upon for delivery of a project.Ãâà Delays in payment means there is a delays in progress compared to the baseline schedule. While, problems of delay in payment has continued to worsen in the construction industry (Pitcher, 2010) According to Davenport 2010, the Constructon Industry Development Boards Construction Industry Indicators (CII) had conducted a survey in Cape Town 2009. The survey indicates that only 42% of contractors were paid on time and 58% of payments to contractor were made 30days or more after invoicing. Payments delays in 2009 show quite a significant deterioration compared with the payment delays in 2007 and 2008. CIDBs CEO, Ronnie Khoza states that the issue of payment delays is a very serious matter. The delays could be the result of a poor quality of invoices or corruption within government departments. Contractor Calculator reveals from a latest contractor survey that a whopping 88% of contractors have been receiving their payment late from their agency or client. According to Dave Chaplin, CEO of Contractor Calculator, this is a sad reflection of the times, particularly as 37% of respondents suffering delayed payment have a contract with the public sector. Construction works involve huge amounts of money and most of the contractors find it very difficult to bear the heavy daily construction expenses when the payments are delayed. Work progress can be delayed due to the latepayments from the clients because there is inadequate cash flow to support construction expenses especially for those contractors who are not financially sound. (Murali Sambasivan, 2006) Purposes of Study The construction industry which affected by the cash flow of such projects is getting serious year by year. One of factors causing the problem of cash flow is late payment. In response to the predicted possible concern for this problem, this research is conducted to investigate this issue further in both private and public construction project. Objectives of Study The objective of the study is to compare the factors that contribute to delay in progress payments for construction projects between the private and public sector. Research Questions Delay in construction interim payment consequently affects the progress of the construction project. To find the solution, we must know the causes influence the late payment. Therefore, this research will enable us to provide the answers for the following questions: What are the factors that contribute to delay in progress payments for construction projects? Significance of Study This research should increase the awareness of both contractors and employers in relation to the payment issues. The contractors should take attention with late payment issue, because it will bring a big impact to their financial ability. The developers or government should also take attention with this issue in order to minimize the impact to the work in site. By that, making improvement either on their own party or employers is important to solve the problems. Besides that, the research is also expected to grab the attention of the employers or developers in making their payments promptly and timeliness. This research help to find out the most common reasons cause the delay in progress payment for construction project in private and public sector. Compare the reason which most frequently happens to see whether these two different fields face the same problems in getting payment. Public projects usually involve more parties in preparing the payment certificate, while private projects which are normally involved weak financial backgrounds employers. After identify the factors causes delay in these two fields, the next step is to find the solution to solve the problems. Through the research, the findings may assist the relevant parties such as developers or government and the contractors in addressing problems associated to late payment in an effective and timely manner to create a win-win situation for all parties in the Malaysian construction industry. It is hoped that the relevant parties will adopt and implement the necessary plan of action in order to minimise disputes on payment in any construction project, so as to create a friendly and enjoyable working environment for all parties and to improve the payment flows in the Malaysian construction industry. Scope of Study This research will be focusing on late payments in the Malaysias construction industry in both private and public project in Johor Bahru. This study will focus on the building works in construction projects. This research will be focusing on the main party in the Malaysias construction industry, which is a contractor. Contractors, whose are carry out the works on site and receiver of payment to make sure the construction works in the progress. Hence, they are the important party in getting the right information in this research. Research Methodology The research for this study was conducted using the following approaches: a) Literature Review This includes the secondary data and information collected from different sources which can be used to conduct the research. The sources include books, journals, magazines, newspaper, dissertations, conference papers, periodicals, information from the internet, etc. These materials were used as background information in order to fully understand the information needed for discussion and analysis in the research. The information can be any issues related to the delay in payment in global construction industries. b) Questionnaire Survey The principal method used to collect primary data from contractors was the use of a questionnaire survey. The questionnaire was designated according to the problems in delay of payment in both sectors, private and public in order to achieve the objective of the study. Further details and analysis of the data will be discussed in Chapter 3. c) Interview Besides questionnaire survey, interview sessions will be conducted to collect the primary data. Other important Neoplatonic thinkers were the Syrian-Greek scholar's, Porphyry and Lablichus. Heading: Government Punjab Public Library Lahore lies in the heart of the city of Lahore at the Library Road near Lahore Museum. Thelibrary is centrally situated in this way and has a pleasant atmosphere for a calm and peaceful study. The library holds an exceptional rare collection of books in English, Urdu, Persian, Arabic and Punjabi. The total collection is about 500,000 books now, comprising of massive numbers of magazines and newspapers, reports, also the old gazettes of Punjab, Pakistan and undivided India and more than 1,500 manuscripts. Government Punjab Public Library was formed by Sir Charles Aitcheson in1886. It started off with an old monument-type building where they had only 70 books. Gradually donations of books and documents were made and the library system managed to build up strongly. Ità ´s main purpose was to build a public library and a reading room. The other Blocks were built in 1924, 1939 and 1992. Introduction: Government Punjab Public Library is facing some major problems from quite some time. These problems include mostly theft and it is discovered after the theft, waiting in long queues before issuing the book, discovering, after waiting for long, that the desired book is unavailable, tast is done manually. There is no system to keep a proper check on the books in stock and also on the visitor. The need to introduce an automated system as a solution to the problems faced by the members of the Government Punjab Public Library bought me to RFID system. By introducing RFID system, which happens to be a combination of a computer chip and a small radio antenna that allows object to self-identify, we intend to solve all the above mentioned problems. This is a unique system of its kind that not only is the fastest, easiest and most effective way to track, locate and manage library material but also pledge security and safety. A number of deficiencies have been experienced in the current system of the library since the work is done manually which happens to be a big problem. Hence it seems to be the need of the hour to provide The Government Punjab Public Library with an automated system which is going to make lives, of all those who really want to bring some change by devoting most of their times in gaining knowledge, a lot easier. RFID system would help in making an effective flow of book circulation. Also, it helps in tracking the book in minutes instead of hours and the unique ID of the RFID tag prevents counterfeiting. Through market research ie; through the interviews that I conducted from the members and librarian on my visit to the library, I have concluded that 87% people are in a desperate need for a better system. According to these people, if an automated system is introduced not only members but non-members would also purchase or issue books which would end up increasing their market share. Apparently the conditions of Government Punjab Public Library demand an automated system that not only keeps a check on the stock but also helps the librarian in looking for one and also deals with security concerns. Therefore I believe that RFID system happens to be the best suited solution for a problem like this because this society is capable of producing really good writers, scholars, poets, students and a platform like an automated Library system can be a gateway to success for such people. I determinedly believe that by pursuing this possibility and by implementing, controlling and maintaining a system like this, we will be able to satisfy a large number of people who are the only hope to bring a change about a change in Pakistan. Discussion Apparently Government Punjab Public Library is undergoing some problems. These problems lead to low members followââ¬âup and is the reason why there is a need for a better system. For starters, currently members complaint of experiencing long queues which frustrates them and they donââ¬â¢t want to return back. The frustration is further caused when after waiting for several minutes it is discovered that the book isnââ¬â¢t available in the library. And in case the book is available, the member has to wait for long since the manual entry of book issuing takes long. Disappointment follows when members receive unfriendly staff. Moreover constant cases of theft have been witnessed by the librarian. Members often hide the books in their bags and leave without issuing. This not only causes stock mismanagement but also results in disappointment. To solve these problems, installing an RFID system, is important. The purpose of installing RFID system in the library system is to change the current manual and hectic structure. This would not only help in eliminating theft but will also reduce time consumption and level of disappointment that is caused when discovered that the desired book/s is/are unavailable. Hence, getting an effective and automated Library Management System is essential. The reason why I chose RFID system is because it is the fastest, easiest and most efficient way to track, locate & manage library materials. Not only that, through RFID system automatic check-in and check-out can be practiced. While interviewing the librarians at the library I, time and again, heard them complaining about the mismanagement of the stock and also that it takes long in locating a book. Through RFID system Library inventory tracking can be done in minutes instead of hours because it is basically a wireless system for automatic identifications and tracking by using radio frequency electromagnetic fields, by transferring the data from a tag attached to a product, which in this case are the books. One of the problems that the librarian highlighted and laid great stress on addressing that problem was the stealing of books. According to the librarian, this is one of the biggest issues the management of library is dealing with but with the help of RFID system, they can easily address to a situation like this. With the help of walk through gates, which is one of the components of RFID system, stealer can be easily located. This is possible because every book will have its own RFID tag like every member will have theirs. And if someone tries to take the book without issuing, that person can easily be traced with the help of walk through gates which will start to beam as soon as some is illegally exiting. This brings me to the point of discussing some of the benefits that can be driven from introducing RFID system. For starters, with the walk through gates and tags, no thefts will be claimed hence, a secure library management system will be exercised. Moreover the schedule of the staff will become flexible. This is because the routine would not be as hectic as before. Also if two persons were dealing with a task earlier, now only one can easily handle it. Furthermore, trained workforce would walk in. There is another business benefit that will be gathered in the form of customer satisfaction. Obviously, when the customers would not have to wait for their turn, standing in a long queue, they would be much happier and content. Conclusion: Keeping in mind the benefits it can easily be concluded that this system will be a big success once installed. A member of a star-studded class that would ultimately produce 59 generals, including Omar Bradley, Eisenhower was a solid student and graduated 61st in a class of 164. While at the academy, he also proved a gifted athlete until having his career cut short by a knee injury. Completing his education, Eisenhower graduated in 1915 and was assigned to the infantry. Eisenhower married Marie Mamie Geneva Doud on July 1, 1916. They had two sons, Doud Dwight (1917ââ¬â1921), who died of scarlet fever as a child, and the historian and ambassador John Sheldon Doud Eisenhower (1922ââ¬â2013).à World War I Moving through postings in Texas and Georgia, Eisenhower showed skills as an administrator and trainer. With the American entry into World War I in April 1917, he was retained in the United States and assigned to the new tank corps. Posted to Gettysburg, Pennsylvania, Eisenhower spent the war training tank crews for service on the Western Front. Though he reached the temporary rank of lieutenant colonel, he reverted to the rank of captain following the wars end in 1918. Ordered to Fort Meade, Maryland, Eisenhower continued to work in armor and conversed on the topic with Captain George S. Patton. Interwar Years In 1922, with the rank of major, Eisenhower was assigned to the Panama Canal Zone to serve as executive officer to Brigadier General Fox Connor. Recognizing his XOs abilities, Connor took a personal interest in Eisenhowers military education and devised an advanced course of study. In 1925, he assisted Eisenhower in securing admission to the Command and General Staff College at Fort Leavenworth, Kansas. Graduating first in his class a year later, Eisenhower was posted as a battalion commander at Fort Benning, Georgia. After a short assignment with the American Battle Monuments Commission, under General John J. Pershing, he returned to Washington, D.C. as executive officer to Assistant Secretary of War General George Mosely. Known as an excellent staff officer, Eisenhower was selected as an aide by U.S. Army Chief of Staff General Douglas MacArthur. When MacArthurs term ended in 1935, Eisenhower followed his superior to the Philippines to serve as a military advisor to the Filipino government. Promoted to lieutenant colonel in 1936, Eisenhower began to clash with MacArthur on military and philosophical topics. Opening a rift that would last the remainder of their lives, the arguments led Eisenhower to return to Washington in 1939 and take a series of staff positions. In June 1941, he became chief of staff to 3rd Army commander Lieutenant General Walter Krueger and was promoted to brigadier general that September. World War II Begins With the U.S. entry into World War II after the attack on Pearl Harbor, Eisenhower was assigned to the General Staff in Washington where he devised war plans for defeating Germany and Japan. Becoming Chief of the War Plans Division, he was soon elevated to Assistant Chief of Staff overseeing the Operations Division under Chief of Staff General George C. Marshall. Though he had never led large formations in the field, Eisenhower soon impressed Marshall with his organizational and leadership skills. As a result, Marshall appointed him commander of the European Theater of Operations (ETOUSA) on June 24, 1942. This was soon followed by a promotion to lieutenant general. North Africa Based in London, Eisenhower soon was also made Supreme Allied Commander of the North African Theater of Operations (NATOUSA). In this role, he oversaw the Operation Torch landings in North Africa that November. As Allied troops drove Axis forces into Tunisia, Eisenhowers mandate was expanded east to include General Sir Bernard Montgomerys British 8th Army which had advanced west from Egypt. Promoted to general on February 11, 1943, he led the Tunisian Campaign to successful a conclusion that May. Remaining in the Mediterranean, Eisenhowers command was redesignated the Mediterranean Theater of Operations. Crossing to Sicily, he directed the invasion of the island in July 1943 before planning for landings in Italy. Return to Britain After landing in Italy in September 1943, Eisenhower guided the initial stages of the advance up the peninsula. In December, President Franklin D. Roosevelt, who was unwilling to allow Marshall to leave Washington, directed that Eisenhower be made Supreme Allied Commander of the Allied Expeditionary Force (SHAEF) which would place him in charge of the planned landings in France. Confirmed in this role in February 1944, Eisenhower oversaw operational control of Allied forces through SHAEF and administrative control of U.S. forces through ETOUSA. Headquartered in London, Eisenhowers post required extensive diplomatic and political skill as he endeavored to coordinate Allied efforts. Having gained experience in coping with challenging personalities while serving under MacArthur and commanding Patton and Montgomery in the Mediterranean, he was well-suited to dealing with difficult Allied leaders like Winston Churchill and Charles de Gaulle. Western Europe After extensive planning, Eisenhower moved forward with the invasion of Normandy (Operation Overlord) on June 6, 1944. Successful, his forces broke out of the beachheadà in July and began driving across France. Though he clashed with Churchill over strategy, such as the British-opposed Operation Dragoon landings in Southern France, Eisenhower worked to balance Allied initiatives and approved Montgomerys Operation Market-Garden in September. Pushing east in December, Eisenhowers biggest crisis of the campaign came with the opening of the Battle of the Bulge on Dec. 16. With German forces breaking through the Allied lines, Eisenhower quickly worked to seal the breach and contain the enemy advance. Over the next month, Allied troops halted the enemy and drove them back to their original lines with heavy losses. During the fighting, Eisenhower was promoted to General of the Army. Leading the final drives into Germany, Eisenhower coordinated with his Soviet counterpart, Marshal Georgy Zhukov and, at times, directly with Premier Joseph Stalin. Aware that Berlin would fall in the Soviet occupation zone after the war, Eisenhower halted Allied troops at the Elbe River rather than suffer heavy losses taking anà objective that would be lost after the end of fighting. With the surrender of Germany on May 8, 1945, Eisenhower was named Military Governor of the U.S. Occupation Zone. As governor, he worked to document Nazi atrocities, deal with food shortages, and aid refugees. Later Career Returning to the United States that fall, Eisenhower was greeted as a hero. Made Chief of Staff on Nov. 19, he replaced Marshall and remained in this post until Feb. 6, 1948. A key responsibility during his tenure was overseeing the rapid downsizing of the Army after the war. Departing in 1948, Eisenhower became president of Columbia University. While there, he worked to expand his political and economic knowledge, as well as wrote his memoir Crusade in Europe. In 1950, Eisenhower was recalled to be the Supreme Commander of the North Atlantic Treaty Organization. Serving until May 31, 1952, he retired from active duty and returned to Columbia. Entering politics, Eisenhower ran for president that fall with Richard Nixon as his running mate. Winning in a landslide, he defeated Adlai Stevenson. A moderate Republican, Eisenhowers eight years in the White House were marked by the end of the Korean War, efforts to contain Communism, construction of the instate highway system, nuclear deterrence, founding of NASA, and economic prosperity. Leaving office in 1961, Eisenhower retired to his farm in Gettysburg, Pennsylvania. He lived in Gettysburg with his wife, Mamie (m. 1916) until his death from heart failure on March 28, 1969. It's roots are fleshy, with massive tap roots that are seven or more inches in diameter, six feet or more in length, and weighing as much as four hundred pounds! It is common throughout the southeastern United States and has been found as far north as New York. Kudzu grows well under a wide range of conditions and in most soil types. Preferred habitats for this vine are forest edges, abandoned fields, roadsides, and disturbed areas, where sunlight is abundant. These tips to pass your road test are - somewhat common sense to experienced drivers but to newer drivers, taking their road test for the first time, this may not be common sense after all. Practice Practice makes perfect, right? Even in the sense of a road test this statement holds true. From what Iââ¬â¢ve seen, they don't usually make you go on very busy roads for your road test, so make sure to practice on side roads which are usually less busy. This is also safer since you're less prone to an accident overall due to less influx of traffic I the same area. However, you have to be careful on side roads as well since there are more children around who may walk into the street without thinking about what might happen. Stay Calm One big thing that the person judging whether you should get your license is to see is if you're calm behind the wheel. Don't be a white-knuckled nervous wreck! You should be observant, but not over-observant either, that may signal nervousness behind the wheel which may make you fail your road test. Before the judge steps into the car take a deep breath and remember everything that you have learned and practiced. Sometimes when people get nervous they also speed, this is bad, you do not want to be a road runner here. Stay at a nice, even speed throughout the entire road test session. The Start The prior information was stuff that happens before the actual driving. Staying calm is essential throughout the whole drive, do not forget that. In the beginning make sure your car is off before starting. If the car is on, this may sometime make the test failed automatically, or so Iââ¬â¢ve heard. When the judge says it's ok, turn the car on. At the start you must pull away from the curb. Use your blinker when pulling away from the curb. Check your mirrors for other traffic that might be coming from your direction. If there is traffic coming, do not go and wait for that other car to pass. Do not go over the middle lines when pulling away from the curb, this shows you are in fact in control of the vehicle in which you are operating. The Middle The actual drive is the longest part. My drive was about 5-10 minutes. Check all signs including speed limit signs, stop signs, and so on. If there's a school zone around, make sure to go at that speed, or a little bit slower. Stop fully at all stop signs to ensure that you do not get penalized. No rolling through stop signs, and stop at the stop line if applicable. When at a stop sign it is ok to "creep" up after stopping fully at the stop line to see around a corner if there's something in the way of your vision (examples: a car, a tree, a sign, etc.).
